Polish lawyer and diplomat, Professor of Legal Sciences, specialist in civil law, copyright law, and intellectual property law. Full professor at the Faculty of Law and Administration, University of Silesia, and titular ambassador.
Graduated in 1971 from the Faculty of Law and Administration, Jagiellonian University in Kraków. In 1975, he began doctoral studies at the Faculty of Law and Administration, University of Silesia, and in 1978 obtained a PhD in law (specializing in civil and commercial law, intellectual and cultural property law) with a dissertation titled Niewykonanie lub nienależycie wykonanie umowy licencyjnej przez licencjonodawcę: postać prawna i skutki under the supervision of Michał Staszkow. In 1990, he habilitated in law based on his scholarly output and the dissertation Restytucja dzieł sztuki w prawie międzynarodowym (specialty: public international law). In 2005, he was awarded the title of professor of legal sciences.
Since 1975, he has worked at the University of Silesia, first as an assistant professor in the Department of Patent Law and Intellectual Property, then in the Department of Public International Law, and currently as an extraordinary professor in the Department of Civil Law and Private International Law. He also works at the Institute of Management and Administration, Faculty of Organization and Management, Silesian University of Technology. He served as rector of the Beskidzka Wyższa Szkoła Turystyki in Żywiec and is a member of the Disciplinary Commission for Academic Teachers at the Polish Council of Science and Higher Education.
From 1991 to 1994, he served as Plenipotentiary of the Polish Government for the Polish Cultural Heritage Abroad and was Vice-Chairman of the Committee on Cultural Heritage of the Council of Europe in Strasbourg. Since 1998, he has been Plenipotentiary of the Minister of Foreign Affairs for the restitution of cultural goods. As a member of the Polish diplomatic service, he holds the rank of titular ambassador.
